frames not visable in preview or browser

I have downloaded a website to work on from the previous designer. There is a
frames page that is/was visable on explorer as well as the other browers. Now
that it is in Frontpage there is only one frame out of 4 that is visable in
Frontpage preview and in Explorer. The page previews fine in Netscape, Opera
and Mozilla.
Should I be worring about this and if so how do I fix it?

I just tried recalculating hyperlinks - it didn't work. Any other suggestions.

Are the other page w/i the same site (or other sites) ?
and did you also download them

PS
If the online site has the FP SE you should Publish from online to your PC, not "download"
