I am creating a site, using frames. The page is divided into two frames,
right and left and the right frame is divided top and bottom, with the top
being the "title" frame and the bottom will contain each page of the site.
What I want to know, is how do I set up the left frame with navigation links
that will change the page on the right?

Use the target attribute of the links in the navigation frame to target the
page in the main frame. But reconsider your use of frames -

The reason for using or not using frames should be based on a) your site's
needs, and b) your willingness to accept the potential problems that frames
can create for you as developer and maintainer of the site and for your
visitors as casual users of the site.

I am down on frames because I believe that they create many more problems
than they solve.
Judging from the posts here, and the kinds of problems that are described,
the kind of person most likely to elect to use frames is also the kind of
person most likely ill-prepared fo solve the ensuing problems when they
arise. If you feel a) that you understand the problems and b) that you are
prepared to handle them when they occur, and c) that you have a need to use
frames, then by all means use them.

While useful and informative, I doubt that the people who really fire
questions at the forum like so much buckshot will ever take the time to read

Wondering

Ok, so if I do not use frames, how do I set the page up to be basically the
same in appearance? I will just make each page the same in basic setup and
put in different content.

Yes. And to make things simpler for you, you can use templates or includes
to manage the unchanging parts of the page.
