Freaky behaviour using Links.Add

Outlook 2003 (SP2 + patches) in cached mode, Exchange 2003 SP2

I have a public folder heirachy setup like so:

|
+--Accounts
| |
| +--Contacts
|
+--Visit Reports

In the Accounts and Contacts folders there are unmodified Contact forms, in
the Visit Reports folder is a custom form based on a Journal (VisitReport)
and stock standard Task forms.

I have a folder homepage that creates VisitReports and adds the currently
selected Account and Contact items to the Links property. If person A
creates a report, they are able to double click through the links and see the
detail in the Account and Contact items, if person B looks at person A's
Visit Report they are not able to double click through the Account link, they
can click through the Contact link(s) ... but if they delete the Account link
and recreate it, both person A and person B are able to click through the
link on future occassions.

I have tried so many ways to get this to work, including GetItemFromID,
saving the VisitReport-destroying the VisitReport object-reconnecting to the
VisitReport and the results are always the same ... does anybody have any
insight as to what might be going wrong??
