Free/Busy is not published for resource.

Lockheed has hundreds of resource accounts that is used
for the calendar feature. We have been experiencing
sporadic episodes of the free/busy not showing busy for a
meeting that is clearly on the calendar. I have searched
TechNet and could not find a document that fit our
situation.
