free/busy troubleshoot - problem - error

I have the follow free/busy errors.

1. nothing happens when I hit 'Manage' in
options>calendar>freebusy.
2. Nothing happens when I hit actions>group
schedules>open>options>refresh free busy
3. When I try to manually send free busy data :
Tools>send receive>free busy information
I get an error message - "An error ocurred while using
the Microsoft Internet Free Busy service. Cause of error
unknown."

I need help to troubleshoot this free/busy problem.

I have Win XP Pro and Outlook 2002 with all the updates.
