Free rotation of word art

I have Vista Basic and Microsoft office 2003. I cannot get the rotate handle
to appear and allow free rotate of word art. Free rotate works with a piece
of inserted clip art, but not with insertion of word art. I tried clicking on
the draw button and I have the choice of 90 degree rotate either left or
right, but the free rotate is grayed out.

In Word 2003, WordArt is by default inserted In Line With Text. You will
need to change the wrapping to any other style before you can rotate it.

Select any wrap but inline with text. (Format, WordArt, Layout)

How do select a wrap? If you can give me step by step I would appreciate it.
