Freeze a task

We are using EPM (Project Server 2003) and we have a problem with people
continually adding time to completed tasks. Is there a way to freeze a
particular task so that once it is completed, team members can no longer
enter time against it? I know you can change people from committed to
proposed once the project is complete, but that won't work on an individual
task level. Thanks!

there is no such function in 2003... it is one of the better improvements in
2007
