Freezing cells

Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC

I would like to make a template for my office that has cells that cannot be changed. In other words, other people can add content to the cells but the lines themselves cannot be resized or deleted. Is this possible?

When you Protect a sheet the column widths & row heights cannot be changed.
