Freezing Panes

When I activate the Freeze Panes command (from the Window menu), the freeze occurs as if the active cell was H15 - regardless of the currently active cell. I know this is NOT how this feature is supposed to work. What am I doing wrong or what do I have to do to correct this

I'm having the same problem in Excel 2002 (SP-2) and have tried everything I
know. When I try to freeze a row (horizontally), I also get an unwanted
column (vertical) freeze that refuses to go away. Anyone know how to fix
this?
