french letters in outlook

Has anybody ever come across using the apostrophe and square brackets(left
and right) keys and getting accented french letters in outlook messages.

If you have the language settings configured that way, sure.

That would go without saying, everything else is in English. Why would just
those keys give me french letters and everything else does what it is
supposed to do. I confirm the language setting just to be sure. Any ideas??

How about the message encoding?
