frmcache.dat disappearing

I have a user who gets the following error when trying to access
forms:
""The Form you selected could not be displayed. An error occurred
while installing the form."

Her machine is Win2k and she is using Office 2003. Upon some research
I found that she didn't have a frmcache.dat file, in fact not even the
FORMS directory. So, I pulled the frmcache.dat from another users
profile on that machine, and put it into her profile. Suddenly forms
were working just fine. However, as soon as she closes Outlook, the
file ("C:\Documents and Settings\<username>\Local Settings\Application
Data\Microsoft\FORMS\frmcache.dat") is deleted. Likewise when she
launches Outlook??!?!?! The only way for it to work is if you copy
the file into the directory while Outlook is open, and then leave it
alone.

I verfied that she is an administrator on her machine, we are using
Exchange server 5.5.

Any ideas would be much appreciated.
