From Green to RED

I opened this file and have tried to modify connections between shapes. The
segments connecting the shapes have on both ends green boxes. When I move
this segment near a connection point on a shape, it does not turn red.......
WHY? This is driving me nuts !

Check under Tools > Snap & Glue to make sure that you can glue to connection
points. Also make sure that connection points are visible in the View menu.
Those are the likely issues. Other possibilities are that some of the
shapes are actually on a background page or a locked layer.
