From Outlook 07 Archive to Windows Mail?

Anyone know if its possible to move/import Outlook 07 archive file into
Windows Mail and be able to import all your contacts, settings and mail that

Yes - but only if you have Outlook installed "somewhere". (It doesn't
necessarily need to be on the same machine....)

Outlook has to be set up & configured on the Windows Mail PC
Within Mail you can import, though what the purpose of importing an archive
pst is I dont see.
