Front Page 2003 and Share Point Designer

My Parish Council has a simple website with frames pages designed and
maintained using FP2003.
We can no longer source training on this package, so want to use the MS
lates similar package.
Would this be Share Point Designer?
We need word processor simplicity and don't need a server, we upload files
via FTP to a free server facility.
Any feedback appreciated.
