Front Page 2003- installation and setup issue

I have installed, deinstalled, repaired, and reinstalled
Front Page 2003. Clicking on the icon (either shortcut or
within Office) I get an error: Frontpg.exe- entry point
not found.
The procedure entry point ?
UDC_LOCATION_STS_URL@CUDCDoc@DDW@@2QBGB could not be
located in the dynamic link library fpcutl.dll.

I checked the registry and found no entry for that there
either.
