If the only MS Office family product installed
is Frontpage then that would not be a qualifier
for purchasing a MS Office System 2003 suite

You do qualify to purchase MS Office Frontpage 2003,
which is not included in any of the Office System 2003
suites.
The MS Office System 2003 products run only on
Windows 2000 SP3 or higher .
