Front Page inserting </form> in th wrong place

When I save changes on my Secured Order Form Front Page
automatically inserts </form> right after <form
METHOD...> which is premature. I've gone into Tools,
Page Options and unchecked "Automatically insert form
fields within a form". How do I get Front Page to stop
the insertion? My HTML is below:

Right. You have a number of unbalanced tags in there,
including:

where the </p> tag shouldn't appear right after <td>, and
where the <div> tag begins inside a <td></td> pair but the
matching </div> appears outside.

There are abouyt ten more like this.

I "fixed" this by telling FP to reformat the HTML, then
getting rid of all the <form> and </form> tags except the
first <form> tag, and then adding a </form> tag at the
bottom.
