Front Page Open Folder/Open Web Problem

I used to be able to navigate through my folders in FrontPage and when I got
to a web folder, it knew to Open Web. Now when I click on a folder while in
Front Page it immediately wants to convert the folder to a Web and add
FrontPage stuff to the folder. Is there a setting somewhere that will make
it so FrontPage won't try to convert my folders to Webs while I am just
navigating through my file structure?

You may want to post this in the FrontPage newsgroup
and include the version of FrontPage and Windows you're using
