FrontPage 2002 Upload form will not work

I can't get the "Upload form" to work.

I've searched all over the net for a solution to this one. I even saw a
Microsoft article that said certain features were disabled for security. I
tried the workaround presented but still nothing. I really need help on this
one. I want to allow visitors to upload files to my site. I have the
server extensions installed. I even reinstalled them. I also removed and
reapplied the server extensions at the MMC.

Is my version of Frontpage capable of this or am I wasting my time?
Microsoft FrontPage 2002 (10.6308.6845) SP3

This is the error message:
FrontPage Run-Time Component Page
You have submitted a form or followed a link to a page that requires a web >server and the FrontPage Server Extensions to function properly.

To use the FP form upload your online hosted server site (not your local PC) must be a Windows server running the FP 2002 server
extensions and you Must set the permissions for the upload location in your online site

Thank you. So I was wasting my time with that.

I'm just setting up a small intranet site for my family to view and share
photos from my local PC which is not on a domain. Just have the basic
workgroup setup. I'm using an SSL workaround to provide secure access to the
page inside or outside the VPN tunnel. I'll try to find another solution for
uploading. I'm thinking - open the unsecured ftp server (IIS 5.1) when we
need to transfer files and encrypt the contents at the sender's end when
outside of the VPN tunnel. (some of my family have VPN, some don't)

If you know of a good secure FTP server that integrates with IIS - or -
works separately without interfering with the web page let me know.

I'm using a Self Signed SSL Certificate workaround to give the site SSL
security with 128 bit encryption and require sign on. Just for a little
extra security on my intranet. I setup a password assigned user account with
no assignment to any group or file permissions. This satisfies the logon
request box that comes up. I plan to give out that acct/pswd to family
members for access.
