In general, yes, you can update a Web in FP2002 and then
revert to FP2000. Of course, FP2000 won't know what to do
with FrontPage components that were new in the 2002
release.

A few, but but upgrading to FP2003 is far more compelling.
There are lots more improvements in FP2002->FP2003 than in
FP2000->FP2002.
And yes, you can upgrade directly from FP2000 to FP2003.
And yes, you can update a Web in FP2003 and then revert to

FrontPage components that were new in the 2003 release.
