FrontPage 2002 won't run -- or reinstall -- after Windows reinstal

After many system problems, I recently reinstalled Windows 98SE and created a
new registry. Of course, this has meant reinstalling the applications to
create entries in the new registry, even though the program files are
still on the hard drive.

But FrontPage 2002 won't reinstall. I'd purchased the upgrade version, for
FrontPage 98 (and long-since pitched the FP98 disk). The FrontPage 2002 disk
will starts Window Installer, then halt with the message: This patch package
could not be opened. Verify that the patch package exists and that you can
access it, or contact the application vendor to verify that this is a valid
Windows Installer patch package.

Trying to start the existing installation of FP2002 directly from
frontpg.exe, it halts with the message: A required DLL file, fpcutl.dll, was
not found. (The file actually DOES exist -- in the Office10 subdirectory --
but obviously the necessary registry entries to find it are missing.)

Suggestions on how to proceed? TIA!

Without an original qualifying disk from a previous version, you cannot
install an upgrade.

You may want to update your Windows Installer and everything else at
Microsoft Windows Updates.

The user will still need to have a prior version of FP available to install the upgrade.

Correct, I'm completely up-to-date on Windows98 updates, and Installer has
functioned fime for reinstalling other programs. FrontPage is the only
problem.

Best solution I've got so far is to borrow a friend's FP 98 discs and
install them on my computer so I can reinstall my upgrade.

You wouldn't actually have to install FP98, just have the discs handy for when prompted for previous version.
