Frontpage 2003 and external CSS

If you cut and paste and create a website with frontpage, does it have the
ability to automatically create an external CSS file or do you still have to
do it manually?

You have to create your own external CSS.
Expression web can be configured to add styles directly to an external CSS
file, but you still have to create the styles yourself.
