Frontpage 2003 - Frames & Hyperlinks

I've built a basic site with frames. Hyperlinks in one frame are meant to
change the content of another frame. Setting up the hyperlink in the "edit
hyperlink" property box, I have done all the right things to set the target
frame, however, the linked page continues to activate in the current frame
rather than the target frame.

Any suggestions?
