Frontpage 2003 Layout taskpane does not work w/o reveal tags off!

I upgraded my 2000 to 2003 frontpage & could not get layout taskpane to work
(greyed out) until I turned reveal tags off. Why? I have all software
updated. Seems this is a software problem. Does MS have a fix?

You really don't need Reveal tags any more w/ the new Quick Tag Selector bar
