FrontPage 2003 opens only in Safe Mode - Reinstate to Normal Mode?

I have FP 2003 installed on each of my Main desktop computer (Win XP SP2,
IE7) and my laptop (Win XP SP2, IE7). The program functions well on my
desktop, but some six weeks ago, it started behaving abnormally. I have been
searching user group and related tech help websites for some time now to find
a solution to this "Problem Encountered" at opening problem. At about the
same time, I had a problem with upgrading NIS 2004 to NIS 2008 on my desktop,
but not on my laptop. I did experience some difficulties with the
installation of Norton System Works 2008 on my laptop, but the problems were
eventually resolved. Using NWS 2008 Detect and Repair Problems did not
resolve the FP 2003 problem. I have followed all of the advice from many
different helpful sources, but to no avail. I have run many anti-malware
programs (all the latest versions), none of which resulted in a solution. I
have uninstalled and re-installed FP 2003 at least twice, but the program
still behaves in the same manner, i.e. opens only in Safe Mode, with the
associated deficiencies (some options not available from previously set ones,
and will not automatically load the last saved website. I have used FP
Cleaner, but to no avail.
Any advice/counsel to help me resolve this vexing situation? Thanks, in

Did you try disabling Norton and doing a reinstall of FP2003?

Rob: Actually, the damage may be done. I would suggest totally
uninstalling Norton first, before doing the reinstall of FP.

Hi Rob: Thanks for the prompt response. Yes, I had previously disabled NIS
and uninstalled FP 2003, then reinstalled it from my CD-ROM, downloading and
installing the SP 3 update, plus three security updates. I repeated the
process again today. Regrettably, the result was the same. FP 2003, SP3
still fails to open (Problem Encountered) and opens only in Safe Mode, with
the same limitations as before.

Actually Tom & Rob, I am very reluctant to "mess with" Norton again. I have
had terrible recent experiences in upgrading from NIS 2007 to NIS 2008, and
from Norton system Works 2003 to 2008 that I shudder at the thought of
engaging their product again. But, if that is deemed to be the only
possibility for a successful resolytion, then I am willing to try even that
most drastic measure. Appreciatively, Arbyem

you have my sympathy (really) - a few years ago I became disenchanted with
Norton's junk and it took me a full weekend to get it off my machine...which
increased my machine's performance significantly.

Many people have had numerous problems after installing NIS. Can't access
programs, etc.

Many *experts* and *professionals* say not to use NIS. And, to uninstall
it is a nightmare. Normally add and remove programs won't get it, and you
have to download the special Norton removal tool from their web site.
