i recently upgraded to win xp from win 98, before in win98
i could go into the control panel and stop & start the
personal web server. I am unable to figure out how to
start the personal web server. I did do some searching,
and from what i gather, the PWS was replaced by IIS, and
if so how can i run frontpage 98 with this? thanks

Windows XP Home doesn't come with or support a web server. You have to
upgrade to Windows XP Pro, where you have the option to install IIS and the
FP extensions.

Look for "Internet Information Service" in your Services control panel.

If it is not there, you'll need to go to add/remove programs and install
that portion of windows.

if it is XP home, you are SOL, it doesnt run on that.

Or in a very painful manner use FP98 with disc based webs (DBW)
- you have to enter the entire path in File Open web
If you upgrade to FP2000+ the use of DBW is easier
