Frontpage 'behaviors': Automation server error in script

After getting the hang of the "behaviors" model in FrontPage11, I started
receiving "Automation server can't create object" errors. Reinstallation
fixed this the first time, but since it's reappearance, reinstallation has
not helped.
I know this is likely a bad or unregistered control, but in the great
tradition of useless error messages, this error offers no clues as to where
to start -- keeping quiet about the name of the object and the name of the
script (a descendant of the famous Microsoft "Something's Wrong" error
message no doubt).
The error is 100% reproducible; steps:
* Open any HTML file in FrontPage11
* Click Format/Behaviors to get the task pane set up
* On that pane, click Insert / Swap Image
* When the dialog comes up, select an object and click Browse.
A few seconds of disk grinding later, a dialog stating "Line 476 -
Automation server can't create object" shows up
Does anyone know which OCX this is trying to use? Or maybe the name of the
script it's running?
Reinstallation of the entirety of Office 11 Pro plus Visio and FrontPage did
not correct the problem. Anyone ideas? (no, can't debug -- JIT set up for
different environment, and MS doesn't pay us to debug their software).

Already tried:
* TechNet & all available MS support services
* Scouring the Internet (including Usenet)
* Complete reinstallation of Office11
* Swearing at it and threatening the main drive with a degasser (felt good,
but didn't do much)

A 1.6K .GIF file, in a local relative path, and in an HTML file occupying one
frame. Editing as standalone HTML (no frame), using a .JPG, placing the
image in the same folder so there is no path, and trying alternate images on
the same page makes no difference.
I also tried selecting text, and using it's events to swap the image
(instead of selecting the image in the GUI before involking the behavior
menu), but that also failed.

I can select text objects and insert other behaviors; the single point of
failure seems to be when 'browse' is pressed in the Swap Images dialog.

Does that help?

Open FP. Create a new page. Insert an image. Select the image on the
page. Apply the swap image behavior. Does that work?

Make sure that you are open a web / site first before opening or creating pages and that all content
to be used in the web has been imported into the current open web first.

That worked. That's probably a good clue; the Open dialog must behave
differently (e.g. runs a different script) if a web is open. Good call.
I have never used FrontPage to manage 'webs' because I use it to create
templates which are heavily manipulated by code before being served -- front
page seems to make quite a mess when you let it 'own the site', so using it
that way would not be my first choice (although at least this version doesn't
silently wipe out any directories it doesn't recognize the way 2000 did :) ).

I'll try creating phantom "webs" just to keep the UI happy -- barring an
actual fix that's a usable workaround. Thank you for the lead, and for the
fast response.

Tried that... no dice.
A workaround did come up (see other post via http) -- creating a web just to 'fool' the GUI; it's not my first choice, so if you have any other ideas I'm all ears! Thanks!!

I still use FP2000 and most of my projects are ASP based and FP doesn't remove any folders or files,
etc.
