Frontpage edit button from IE broken

In IE the edit button which allows a website to open in Frontpage (or
Notepad) is broken. It is always grayed out. By going to IE options the
editor is set to Frontpage. Using TweakUI I've also set Frontpage as the
correct application.

What do I need to do to regain this feature?
