FrontPage Editor & FP 2000?

My nephew uses FP Editor with FP 98 to set up boxes with FP Editor, then
insert images in each. Then he uses Tools Automatic thumbnail (ed) and saves
it on his web page.

Is there an equivelent in/for FP 2000?
