Frontpage extensions W2K3 user AUTH fails

Does anyone know why when I add a new website, then
install FP extensions 2002 with the default administrator account for the
virtual server
I then goto the FrontPage Server Extensions 2002 Server Administration page
and then
select the administration link and then select the link for Go to Site
administration for http://somesitehyperlink
it will ask for user and password, I then select administrator and then the
password for administor.
I have Active Diectory installed. This is not a AD installation for a
company, it is used only for a
project that we are doing. The reason, AD is installed is due to the fact
Exchange 2003 required AD
to be installed. Is there a step that I am missing?
