FrontPage Forms

I am a newbie when it comes to forms. I am trying to put together a page
for a local high school that will allow a coach of a lacrosse team to post
'news', such as cancellations of practice, on the site.

I am looking to develop a page where only she has access that she can input
data, such as "practice is cancelled for Saturday XX/XX/XXXX (date)"

The data would then pop up on a general access page. How can this be
accomplished?
