Frontpage Hit Counter

I added a hit counter to my webpage using the web counter
that is provided by frontpage. Could someone please tell
me why my counter always stays at 0 no matter how many
people hit the page. I tried to reset counter to a number
specified in the setup of the counter but it still reads
1. Any help would be great. Thank you ahead of time.

This may happen if the _private folder is readonly.

I looked at the _private and it was read only. I clicked
off read only and applied but it always pops back to read
only. Any reason for this or a way to make it Not read
only ? I checked off inherit permissions also but it
still resets to read only
