Frontpage HTML Markups

I am just learning to use frontpage but in 2000 version, we have tags (the
exclamation points in the yellow box) that we use on everypage. There is a
file that is inserted that we do not mess with. Why can I not see it when I
preview it in a browser. This contains our logo and other links but with
FrontPage 2003 I can never see it. Can someone help?
