FrontPage Layers aren't stable with Netscape - How can I use laye.

I've designed a website that looks great in I/E, but my layers are flying all
over in the Netscape Navigator browser. If I don't use the layers, I'll have
to do some major redesigning on my site, so is there ANY WAY FrontPage layers
and Netscape can play nice together?

Please help, as this is making me crazy (and that's not pretty).
