frontpage no launch C:\windows\system32\msiexec.exe Access denied

I have a copy of Frontpage 2003 but when I try to install it I get the box
Cannot launch C:\windows\system32\msiexec.exe Access is denied.
What do I do to install the program?

Are you logged in under Windows XP Windows 2000 as an Admin?

I am logged in Windows XP Home addition under my user name. My laptop
accepted the program ok by my main PC does not.

But is your user account set up as a Computer Admin or Limited one

I am set up as admin

But is your user account set up as a Computer Admin or Limited one
