Frontpage questions - Please ASAP

I have an enviroment with a Frontpage Server Extension 2002 on a Windows NT
and client as FP2000/02/03:
I would appreciate any help or comments you can add -

--> All websites and user IDs created with FP98 extensions continue to
function correctly with the FP2002 extensions and FP2000/02/03 clients.

--> User IDs created with FP98 extensions can be added to further websites
provided that the website was created with FP98 extensions and the changes
are administered using FP2000. (Not FP03)

--> Any new user ID created after the upgrade can only use FP2003 client,
irrespective of when the website was created.

--> Any new website created after the upgrade can only be authored using
FP2003 (even if copied from port 100)

--> For some reason, an Admin level user ID is able to publish to all webs
using FP2000!

--> Using FP2003 client to grant author permissions for a website, there is
no longer a dropdown of all user name savailable and the ID has to be
entered manually, including the Domain name. (Very unfriendly!)

--> Should we continue use NTAdmin to add a new user, set password and
assign them to the group "Users" or is there a later version of NTAdmin ?
