FrontPage sends bad PORT command

I use FrontPage 2002 to publish a web site via FrontPage's built-in
FTP client. I intentionally do not use FrontPage extensions on this
site (although the web host offers them).

I have a problem when I try to publish the site with the "determine
pages by comparing source and destination webs" option enabled.

FrontPage begins by "listing pages" on the server. After this process
runs for awhile, it aborts with the error message below:

500 'ORT 192,168,1,102,4,152': command not understood.

I ran a packet sniffer in order to determine exactly what FrontPage is
doing. I found that after sending numerous ftp commands without error,
FrontPage had sent a PORT command without the "P" in "PORT". Where the
"P" should have been was a hex 00.

No wonder the ftp server did not know what to do!

I have no problem with FrontPage ftp if I publish all pages
(overwriting existing ones) or if I choose the "use source file
timestamps" option.

Please do not suggest I begin using FrontPage extensions. I want to
avoid that.

Is the transmission of a bad PORT command a known bug? Is there
anything I can do to keep FrontPage from doing that?
