Frontpage Server error on service.cnf

Hi all.
When I attempt to publish my web I get the following
error:

server error: cannot close file "service.cnf".

My site was moved recently to a Unix-based server, and
I've been assured that the Frontpage extensions have been
loaded.

I've searched the Knowledge Base on this and found
nothing. Would someone explain this error and the steps
necessary to fix it?
