FrontPage Tasks and subwebs

We have a site where my department manages the top level pages. We also have
about 100 subwebs and folders that are managed by other web authors within
the organization.

We are using tasks to manage our maintenance. I'd like to use the task
feature better by being able to put the tasks at the subweb folder level so
that they are associated with the specific files and the corresponding
departments. Is there a way for me to do this and then be able to see all of
the tasks for everyone in one place? (We are currently putting all of the
tasks at the root folder level).

No. Subwebs are completely separate websites under a FP root web or subweb (nested subwebs) and do
not share content, etc.
