Hello, I just installed IIS 5.1 (and WWW server) with FPSE and FPSE 2000 1.3
update. Can I design my website locally without publishing it again? Say I
launch FP and create a web at \wwwroot\web. Do I need to publish it again on
a different folder ? Thank you

Yes
But don't open it as a Disc Based web as say c:\inetpub\wwwroot\web

Open it as a server based web
- In FP File Open web http://localhost/ or http://machinename/ for your root web
Or 1st create a subweb for each new web
(Start - All Programs - Administrative Tools - Microsoft SharePoint Administrator)
Then open the subwebs as http://localhost/subwebname/
