Frontpage XP

I am trying to insert video into Frontpage but when I go to
Insert > Picture video in the drop window is not available
for use. The word Video and the Video icon are a pale gray
color. Has the technician failed to load something on my
computer or is it a server problem? My computer is
connected live to publish our school's web pages. Please
help! Thanks a bunch for your help!!!
