FrontPage2003 and Windows 7 (32 bit)

Need advice please

I cannot (Windows 7) either save or delete a page I created.

I am the Administrator

I keep getting an error message saying
(website)\_vti_pvt\service.lck\ Please check the file permissions

When I hit the "help" button under permissions it tells me that I must
enter "Tools\Server, .....
but the "Server button is grey'd out.

Any ideas, .....I really do not want to go back to Windows XP
