FrontPg.Exe 2003 Entry Point Not Found (fpcutl.dll)

I installed and got an error message when opening
frontpage 2003 beta 2. The message is:
The procedure entry point ?
UDC_LOCATION_STS_URL@CUDCDoc@DDW@@2QBGB could not be
located in the dynamic link libarary fpcutl.dll

I removed frontpage and reinstalled it again and still
have the same error. I already have office 2003 installed
prior to it a few months ago and those are working fine.

Any ideas?
