frontpg.lck in fp2003

I've just upgraded from fp2002 to fp2003 and am trying to
create a new, empty website. It tells me it cannot open
or create frontpg.lck file. What do I need to do?

If NOT working with a local server, then in Windows Explorer create a
folder, then in FP, open that folder.
