Frustrated with Locking Headers & Footers

I've been searching and searching the site, and have come close to an
answer, but nothing's working so far for what we need.
I'm a graphic designer, and I realize that Word is not the right
program for what they are asking me to do, but it's the only program
that everyone has campus-wide, and is familiar with, and I've been told
it absolutely HAS to be done in Word, regardless. (I'm working in Word
2004, btw).
This is my dilemma:
They need a letterhead template. (easy enough, right?) BUT, there's a
header w/a logo, and some copy at the top. THESE NEED TO BE
UN-EDITABLE. Underneath is a text box for copy - THIS NEEDS TO REMAIN
EDITABLE. Then there's a footer, THIS NEEDS TO BE UN-EDITABLE.
· I've tried the header/footer thing, which locks things great, but
ghosts back the objects, which is not what we want. They need to remain
@ 100% opacity.
· I've tried protecting the document with sections. I can't get the
darn sections to work right. It locks my whole docement, and not just
certain sections, even though I'm specifying to protect "section 1"
only. I can't figure it out, or figure out how to specify exactly where
the sections should be or how to put specific objects in specific
sections.

ANY SUGGESTIONS?!

Rest assured, that just because the header/footer areas appear lighter
opacity, they print normally. I guess they are lighter to signify that they
are in the header/footer and not editable (unless you open the
header/footer).

Just tell them that that is the way Word works and they will have to live
with it. :)

You know they do.
They won't live with it, trust me, I've tried.
Otherwise, I wouldn't have even bothered posting. It absolutely HAS to
look on-screen the way it's going to print out. (Don't even get me
started on the differences between screen previews and actual printing,
and everyone's varying settings and desktop printers and icc profiles).
Any other suggestions? Besides telling the President what he can do
with his letterhead?

Well, my company with a mere 70,000 employees manages to live with this
shortcoming. Surely his can too.

Inform him that by hitting print preview, he can see what it will REALLY
looks like.
