Fullstops in msg body appear as =2E in HTML encoded emails

Whenever I send an HTML-encoded email (regardless of whether it's encoded in
UTF-8, UTF-7, ISO or any other format, or whether it's in Base-64 or Quoted
Printable), all the fullstops appear as =2E

It only happens with fullstops, no other punctation is affected.

Not only is this annoying for the people I send mail to, but it also means I
can't send URLs unless I send the mail in Plain Text format.
