fully tursted uploaded form

I designed a form and uploaded it to a server.There, some review process is
done.After that, it is published to another place.If anybody (even the
author)wants to make any modifications during the review process, he is
unable to open the form in design mode.Is there any procedure to solve this
problem(i require the form to be fully trusted)
