I do re-create the files new every time. I also publish the files to my desktop for review before posting to the site. The problem seems to occur in the autonaming of the images. Example: if I take the site as is, Add a picture, publish it to my desktop, the new photo potentially (but not always) has a different picture in it's spot. It's like it gave the new image the same name as an older image. Just for further detail, there are about 1700 images on the site, and yes they are compressed.
As for the right click, "Save picture as" is what Im wanting them to be able to do. Right now the images are embeded in the site, and if you right click, there is no "save picture as" present.

a website and see if that solves the "old pictures" problem. I always
delete existing website files and reproduce the site with new files. Same
on the server, delete all the website files on the server and then upload
new files. File transferring will be much quicker.
Normally, a visitor can right click on an image and Windows right click menu
will have "Save picture as..."
