G2007 File Sharing Workspace not syncing

Hello all. I'm in Atlanta and have a Groove 2007 File Sharing Workspace
(933mb, 1900 files, 350 folders) that is shared with 2 people in the same
office in Nashville. One of the two people in Nashville is the Workspace
Manager and the other a Participant. Both have the workspace configured for
"Full Automatic Download", however, 1 of the 2 people does not get the actual
files, but rather the .gfs icons that they have to click and manually
download. Any thoughts as to why this is happening and how it can be fixed?
