GAL doesn't update for all users

I've been having this issue where the GAL doesn't seem to update on some
users using a laptop. Outlook is connecting to an exchange server (exchange
2007.) When a new user is created, exchange should update GAL and it does.
But every now and then I have 1 or 2 laptop users who can't find new users on
the GAL. Afte troubleshooting I have found that the only way to solve this is
to recreate their outlook profile. After recreating the outlook profile, and
setting up their email account on outlook again, the updated GAL shows up
with all new users. This is an ok solution for 1 or 2 users once in a while,
but recently I had more users encounter this. Can anyone help? Any ideas or
solutions are grateful. Thanks.

You need to determine why they are unable to download the new *.oab files
from the Exchange server. For example, when they have the trouble, are they
connecting to exchange via a vpn connection, are they on the corporate
network, or connecting via Outlook Anywhere (aka RPC over HTTPS)? Based on
this is there a difference on how they should get at the OAB distribution
folder located on the CAS?

Other than that, Outlook 2003/07/10 downloads a revision to the *.oab files
once every 24 hours.
